American-run programs that train Fatah militias were instrumental in the "success" of the Palestinian intifada that began in 2000, said Abu Yousuf, a senior officer of Mahmoud Abbas' Force 17 Presidential Guard.
"I do not think that the operations of the Palestinian resistance would have been so successful and would have killed more than one thousand Israelis since 2000 and defeated the Israelis in Gaza without these [official American] trainings," he said.
"All the methods and techniques that we studied in these trainings, we applied them against the Israelis," he added.

The U.S. and Israel are between a rock and a hard place on this one.
For sure; yet i'd like to see a more cautious use of US assistance. Aid based on benchmarks such as an end to media incitment, change of educational curriculum, etc.
Perhaps the reason Fatah has never invested in building state institutions, is because they share with Hamas the distain for a Palestinian state along side Israel...and dream of one in its place.
I am sure there is some truth to what you say, in that who wants to build when you think you will have other opportunities. I just am not sure they believe their opportunity will be a world without Israel, or if they are just waiting to see how much aid and land they can get.
